Motuopua'a Dr Aisoli Vaai said he was concerned that "internal squabbles" in the health ministry were affecting hospital operations.
The Ministry of Health and the National Health Service were controversially merged last year by the government as a cost-cutting and efficiency measure.
An inquiry found the two agencies struggled to get along and that communication had broken down in some areas.
But the squabbles continue, Motuopua'a said.
