The head of MI5 said he was "profoundly sorry" the security service did not prevent the Manchester Arena attack.

BBC reports a public inquiry found MI5 missed a significant chance to take action that might have stopped the 2017 bombing.

Chairman Sir John Saunders said the intelligence could have led to suicide bomber Salman Abedi being followed to a car where he stored his explosives.

Governor Serhiy Gaidai said Russian forces dropped a bomb on Saturday afternoon on the school where about 90 people were sheltering, causing a fire that engulfed the building.

"The fire was extinguished after nearly four hours, then the rubble was cleared, and, unfortunately, the bodies of two people were found," Gaidai wrote on the Telegram messaging app.

"Thirty people were evacuated from the rubble, seven of whom were injured. Sixty people were likely to have died under the rubble of buildings."

Reuters could not immediately verify the report.

President Volodymyr Zelensky said people were trapped under the wreckage, and called the attack a war crime.

He also posted footage apparently from inside the hospital, which appeared badly damaged.

A regional official told Ukrainian media that at least 17 people were injured, including staff and patients.

Prime Minister Prayuth Chan-ocha said Friday that he did not know whether China would hand over the suspect if or when he was arrested. Police have suggested a man carrying a Chinese passport in the name Abudureheman Abudusataer may have directed the bombing of the Erawan Shrine.

The man, also known by the nickname Izan or Ishan, reportedly left Thailand on Aug. 16 for Bangladesh and then China.

The police acknowledged they're not sure he's from another country.

Police also released a sketch of the suspect and offered a 1 million baht ($28,000) reward for help leading to the arrest of the man they believe carried out Monday's bombing, which left 20 people dead and more than 120 injured. Authorities have called it the worst attack in Thai history.
