His resignation was immediate and mutually agreed, the NRL said in a statement.

"It has been my great honour and privilege to be the CEO of the NRL for the last four years," Greenberg said in the statement.

"Despite the variety of challenges and pressures, I have loved every single minute of the journey.

"Our growth over the last four years has been extraordinary and I am very proud of my contribution to the game."

The NRL and Penrith Panthers are confident of identifying the culprit from CCTV footage as he was seated in a prominent position near the Panthers Stadium tunnel, with Inglis allegedly abused as he came from the field after full-time on Saturday night.

Greenberg commended the Panthers, who have made an unreserved apology, for "working around the clock" to identify the crowd member.
