The NRL's chief executive Todd Greenberg has told the ABC he would like to see the condition form part of the code's new player pay deal.

Players should be doing something in addition to playing football "so they have something to fall back on," he said.

"I would expect that will be a big part of the collective bargaining agreement," Greenberg said.

Segeyaro is said to be looking for an NRL return, but is still contracted to Super League side Leeds.

With veteran Michael Ennis announcing his shock retirement last year, Flanagan says he still hasn’t decided on a replacement, but wouldn’t rule out making a play for former Cowboys and Panthers rake Segeyaro.

“We have spoken to James but we believe he’s got a contract in place with Leeds, so he’s got to deal with that before he does anything with our club,” Flanagan told Sky Sports Radio.

St George Illawarra Dragons beat out several other clubs for Masoe's signature before last year. After two seasons spent at English glamour club St Helens – where he won a premiership under now Newcastle coach Nathan Brown – Masoe returned to Australia in hope of reigniting his NRL career. On the eve of this year's Auckland Nines however Masoe suffered a devastating ACL injury. Further complications to the same knee have thrown his pre-season into disarray in another blow to his anticipated return.

At a meeting this week, NRL CEOs talked about inserting a clause into every player contract, prohibiting them from trying out with NFL franchises.

The initiative comes after the high-profile trip Jason Taumalolo and Valentine Holmes took to trial in front of NFL scouts last month. 

Similar restrictions already apply to AFL and union.

“The clubs have made it clear that they don’t want their players going to another code, including NFL, and risking serious injury,” NRL CEO Todd Greenberg told News Corp.

It has signed a five-year memorandum of understanding with the Australian National Rugby League and the Fiji National Rugby League to help them run programmes that use the sport's platform to prevent violence.

The NRL's Voice against Violence program will be implemented in Fiji and the Pacific over coming months, with players, officials and administrators receiving training on gender, violence against women and human rights.
