The council, chaired by the chief justice, has appointed senior lawyer Alalatoa Rosella Viane Papalii as a new judge for the district court.
RNZ reports she will start her new job on the 31 March.
He is the seventh local lawyer to be appointed as a fulltime judge of the court.
Justice Clarke worked in the Attorney General's office as a state lawyer before joining a private law firm.
